Position: Customs Declaration Staff
Department: Logistics / Import-Export

Job Description

  • Handle customs clearance procedures for import-export goods, specializing in industrial chemical products.
  • Ensure goods are cleared quickly and accurately, in full compliance with customs regulations and chemical-specific requirements.

Key Responsibilities

  • Prepare and submit electronic customs declarations (via the ECUS system) for industrial chemical import-export shipments.
  • Check and verify documentation (invoice, packing list, bill of lading, C/O, MSDS, chemical safety data sheets, etc.) prior to declaration.
  • Determine the correct HS codes for each chemical item and calculate import duties, VAT, and related fees.
  • Handle procedures for chemical import licenses and chemical declarations in accordance with regulations from the Ministry of Industry and Trade / Ministry of Natural Resources and Environment (for chemicals subject to specialized management or classified as hazardous).
  • Liaise directly with customs authorities, ports, warehouses, and specialized inspection agencies to resolve issues as they arise.
  • Track and update clearance progress, coordinating with relevant departments (warehouse, purchasing, sales) to ensure timely delivery of goods.
  • Handle cases involving cargo inspection, red/yellow channel classification, or requests for additional documentation.
  • Stay updated on new customs regulations and chemical management laws, including restricted/prohibited chemical lists.
  • Maintain and manage customs records and chemical declaration files in accordance with regulations.

Requirements

  • College/University degree in Logistics, Import-Export, Chemistry, International Economics, or a related field.
  • At least 3-5 years of experience in customs declaration, preferably with experience handling chemical goods or dangerous goods (DG cargo).
  • Proficient in electronic customs declaration software (ECUS).
  • Strong understanding of import-export procedures, tariff schedules, HS codes, and especially regulations on chemical declaration and management (chemical management decrees, restricted chemical production/trading lists).
  • Knowledge of MSDS and hazardous chemical classification is a strong advantage.
  • Customs declaration professional certificate is a plus.
  • Ability to read English documents related to logistics/chemicals.
  • Careful, detail-oriented, able to work under pressure, and capable of handling situations flexibly.
  • Good communication and negotiation skills for working with customs and relevant authorities.
